CERT-IN: Origin, Purpose, and Role in India's Cybersecurity Landscape

In today’s increasingly digital world, cybersecurity is of utmost importance. With cyber threats and attacks on the rise, governments across the world have recognized the need to set up specialized agencies to effectively address these challenges In India, the pioneering organization for this effort is the Indian Computer ​​Emergency Response Team, commonly referred to as CERT-IN.

CERT-IN origins


CERT-IN originated in the early 21st century when the Indian government recognized the growing importance of cybersecurity. Established in 2004 under the Information Technology (Amendment) Act, 2008, CERT-IN is the country’s leading cybersecurity incident response agency. It operates under the purview of the Ministry of Electronics and Information Technology (MeitY) and plays an important role in strengthening India’s cybersecurity posture.


CERT-IN Objectives


The main objective of CERT-IN is to enhance India’s cyberspace security through timely and effective incident response. It is a central hub for communicating cybersecurity incidents in India and collaborates with various stakeholders to mitigate cyber threats.


Some of the Main objectives of CERT-IN Are:

CERT-IN works to strengthen India’s cybersecurity framework by preventing, responding to, and mitigating cyber threats while promoting awareness and best practices across organizations and individuals:


  1. Incident Response


    CERT-IN is tasked with responding quickly to cybersecurity incidents. This includes assessing and mitigating threats, providing technical assistance to affected organizations, and sharing information to facilitate and prevent further attacks.


  2. Vulnerability management


    CERT-IN conducts vulnerability assessments and arranges outreach for security consultants to help organizations identify and address vulnerabilities in their systems and networks.


  3. Cyber ​​Security Awareness


    CERT-IN plays a key role in creating awareness of cyber security threats and best practices among stakeholders, including government agencies, private organizations and the general public.


  4. Capacity Building


    CERT-IN works to empower stakeholders to prevent, identify and respond to cyber threats through training programs, workshops and knowledge sharing. These initiatives strengthen cyber readiness across government bodies, enterprises, and critical infrastructure sectors.


  5. Policy Formulation


    CERT-IN facilitates the formulation of cybersecurity policies and guidelines to ensure a comprehensive and coordinated approach to cybersecurity at the national level. This helps align organizations with best practices while improving the country’s overall cyber resilience.



Role of CERT-IN in Cyber Landscape

The CERT-IN project encompasses a wide range of activities aimed at securing India’s cyberspace. Some of the highlights of this program include:


  1. Cyber ​​Incident Management


    CERT-IN is the national intermediate center for cybersecurity issues. It receives, analyzes and responds to incident reports from a variety of sources, including government agencies, critical service providers and the private sector.

  2. Threat Intelligence Sharing


    CERT-IN collects and analyzes threat intelligence to identify emerging cyber threats and vulnerabilities. Communicates this information to relevant stakeholders to facilitate pre-emptive actions to mitigate risks.

  3. Collaboration and Coordination
